The Government of the Cooperative Republic of Guyana has received financing from the Islamic Development Bank (IsDB) towards the cost of funding shortfall to satisfy the targets of the Hinterland Electrification Programme and it intends to apply part of the proceeds of this financing to eligible payments under the contract for the construction and rehabilitation of two small hydropower plants.
The Executing Agency, the Guyana Energy Agency, now invites sealed bids from eligible and qualified bidders for the Design, Supply, Installation, Testing and Commissioning of 16.84km of 13.8kV Transmission line & Communication Infrastructure to Connect Kumu and Moco Moco Hydropower Plant to Lethem Power Company’s (LPC) Grid on a single responsibility basis.
Bidding will be conducted through the Open International Competitive Bidding (ICB-Open) procedures specified in the Guidelines for Procurement of Goods and Works and Related Services under IsDB Project Financing April 2019 (“Procurement Guidelines”). The bid is open to bidders from both the IsDB Member and non-Member Countries. All Goods, Works and/or related services provided by the Contractor, and its associates and subcontractors, shall be in strict compliance with the Boycott Regulations of the Organization of the Islamic Cooperation, the League of Arab States and the African Union (Boycott Regulations). In addition, please refer to paragraphs 1.18 – 1.21 setting forth IsDB’s policy on conflict of interest.
Interested eligible bidders may obtain further information and can inspect the Bidding Documents at the address noted below, from 08:30 to 16:00 hrs (Guyana Time), Monday to Thursday and from 08:30 to 15:00 hrs (Guyana Time) on Friday.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a request to the address below and upon payment of a non-refundable fee of US$100 (one hundred United States Dollars) or its equivalent in a freely convertible currency. The Bidding Documents will be sent via email or through similar method on confirmation of payment. The Employer shall not be responsible or liable for those costs regardless of the conduct or outcome of the bidding process. The method of payment will be Cash or Bank Draft or wire transfer in the name of the Guyana Energy Agency (Banking details will be provided upon request from interest bidders).
One paper original and one paper copy of, along with two (2) electronic PDF copies on USB flash drives must be delivered into the Tender Box to the address indicated below by 09:00hrs on Thursday, January 11, 2024. All bids must be accompanied by a Bid Security or Bid Bond of 2% of the bid price from a reputable Financial Institution and in a form acceptable to GEA. Late bids or incorrectly labelled bids will be rejected and returned unopened to the bidder. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below on Thursday, January 11, 2024 at the address below in the presence of the bidders’ representatives via online viewing on https://www.npta.gov.gy/.
