The Guyana Energy Agency (GEA), under the Oil Pollution Prevention, Preparedness, Response and Responsibility Act 2025, serves as the National Response Coordinator for onshore oil spills and is responsible for overseeing and directing the overall response operations to ensure the swift and effective management of incidents.
In support of these responsibilities, several GEA personnel are participating in a two-day training session, as part of the GEA’s mandate to strengthen its operational readiness and response capacity, and to enhance the Agency’s ability to respond to oil spill incidents efficiently and professionally through targeted training programmes. The section-specific Incident Command System (ICS) trainings, focusing on the Operations and Planning Sections, began on March 10, and concluded on March 11, 2026.
These initiatives aim to equip staff with the essential theoretical and technical knowledge required for effective command and control, as well as the tools needed to determine and implement suitable response strategies.
The sessions are facilitated by The Response Group, an internationally recognised organisation that specialises in emergency management and incident response. The Group’s facilitation ensures that the training delivered aligns with global standards and best practices. This contributes to enhancing the Agency’s capacity for effective emergency response and fostering a culture of continuous improvement.
The GEA’s commitment to ongoing professional development is further reflected in its collaboration with key partners in onshore spill response, including the Civil Defence Commission (CDC), Environmental Protection Agency (EPA), and Guyana Fire Service (GFS), as well as other Governmental bodies and stakeholders, working together to establish a unified approach to oil spill preparedness and response.
Looking ahead, the Agency plans to expand its training programmes to include practical simulations and scenario-based exercises to test and refine its response protocols. These initiatives will help to ensure that all personnel are well-prepared to handle complex incidents, minimising environmental impact and safeguarding public health and safety.
With a robust response framework and well-trained staff, the GEA is positioned to fulfil its mandate under the Bill with confidence and efficiency.
